Nope these guys are not from Zaire but from Kenya. This is real Lingala Rumba, originally from Congo, yes, but this type of dance music became so popular throughout big parts of Africa that many bands started to copy it. And with success, because this is extremely well done by bandleader Lesasa Jocker. And with a voice like Bobo Sukari's you can sing Congolese oriented Rumba anywhere you want! 
Then again most of these guys have been working with people like Sam Mangwana and bands such as Viva La Musica and the Maquis Orchestra in the past, so they really know what they are doing.
